On October 28, 2007 elections were held in Colombia in order to choose the posts of governors for the 32 departments, Members of the departmental assemblies, mayors of municipalities 1099, local officials and elected representatives of local administrative boards.
The preparation of the elections and the electoral campaign was conducted amid a heated debate about the lack of safeguards for voters, in part by the intervention there were fears of illegal armed groups such as self-defense or paramilitary groups and guerrilla groups, there were fears not only to sabotage the elections, but support a candidate as has happened in the past ended up being where several politicians elected with the support of members of the AUC in the scandal known as parapolitics. There is also fear of possible penetration of drug money in campaigns, a situation that has been experienced in past opportunities and at times has been collusion in the action of illegal armed groups. Fraud also often offered through the practice known as "buying votes and moved." In this regard, the Attorney General Edgardo Maya Villazon expressly considered that the elections should be conducted under the current system and that the electoral system, which predates the 1991 Constitution is outdated and is perfect for this type of fraud. Despite these drawbacks the elections were conducted. On September 18, before the elections had been reported killed in the 56 candidate countries, others have suffered attacks and some were abducted, beaten and many were threatened. The figure continued to rise in subsequent days.
